Но доверие по-русски – понятие, скорее предполагающее взаимность, поэтому надо указать, доверие к кому (в данном случае – к самому источнику угроз) имеется в виду. Другой вариант перевода: пустые угрозы неубедительны. Слова убедительный, убедительность оказываются кстати и в некоторых других контекстах, например: the credibility of nuclear deterrence – убедительность ядерного сдерживания/устрашения.
